How public claims are governed

Material statements require a named category, owner, approver, evidence source, publication state, and revalidation date.

Executable claim gates

  1. 01

    Complete claim record

Exact copy, placement, category, risk, scope, and exclusions are declared.

  2. 02

    Source and custody

Evidence, public source, owner, and approver resolve to the same bounded statement.

  3. 03

    Approval and publication state

Only an approved, in-scope record may enter generated public data.

  4. 04

    Freshness and fail-closed output

Expired, missing, partial, private-source, or unapproved records do not render as claims.

Stable public-build ceilings

These limits come from the same non-public quality contract consumed by the output audit. They are ceilings, not performance results.
